What is PCA / CFSS?

CFSS stands for Community First Services & Supports. It’s the Minnesota program that provides help with daily activities so people with disabilities and older adults can live independently at home. CFSS is the successor to PCA in Minnesota — same essential services, with updated rules around planning and participation.

Typical CFSS support includes:

  • Activities of daily living (ADLs): bathing, dressing, eating, transfers and mobility, toileting, grooming.
  • Instrumental activities (IADLs): meal preparation, medication reminders, light housekeeping, laundry, transportation support.
  • Health-related tasks as authorized by your care plan.

What changed, and what didn’t.

Minnesota is in the process of transitioning the legacy PCA program to CFSS. If you currently receive PCA services or have in the past, this is what to know:

  • Day-to-day care: mostly unchanged. The same activities are covered. Many clients keep the same caregivers.
  • Planning: CFSS introduces a more participant-directed planning process — meaning you (and your support team) have more say in how your care is structured.
  • Service models: CFSS offers two delivery models — Agency-Provider and Budget. HAAS operates the Agency-Provider model, where we handle hiring, scheduling, payroll, and supervision so you don’t have to.
  • What you may need to do: for most current clients, the transition involves paperwork that HAAS and your case manager will guide you through. We’ll contact you when it’s your turn — you don’t need to chase the change.

How HAAS delivers it.

  • Continuity over churn. We keep caregivers and clients together for years when possible — and the outcomes are better when we do.
  • Real availability. Our office takes calls from 9–5, but caregivers and supervisors handle real-world scheduling and care year-round.
  • Training and supervision. Caregivers receive HAAS-provided training plus state-mandated certifications, and they’re supervised by experienced staff.

  2. We’ll figure out the funding fit. We’ll talk you through Medical Assistance, waivers, and what’s likely to apply.
  3. We match you with a caregiver. Based on language, culture, location, and your needs.
  4. Care begins. Usually within a few weeks of your initial request, depending on assessments.
